In all, the newspaper said Trump paid no federal income taxes in 11 of the 18 years of returns its examined.\u00a0<\/p>\n<p>Trump, unlike all other U.S. presidents in the last five decades, has refused to disclose his tax returns, saying they were under audit by the country\u2019s tax agency, the Internal Revenue Service, although the IRS says that does not prohibit their disclosure by the taxpayer.\u00a0<\/p>\n<p>Asked about the report, Trump called it \u201ctotally fake news.\u201d<\/p>\n<p>The <em><a href=\"https:\/\/www.nytimes.com\/interactive\/2020\/09\/27\/us\/donald-trump-taxes.html\">New York Times<\/a>\u00a0<\/em>reported\u00a0that over the last 20 years:\u00a0<\/p>\n<p>-After factoring in a large refund, his average federal tax bill was $1.4 million per year<\/p>\n<p>-Mr. Trump had $73 million in revenue from abroad during his first two years in office<\/p>\n<p>-The president has more than <a href=\"https:\/\/www.nytimes.com\/interactive\/2020\/09\/27\/us\/donald-trump-taxes.html\">$400 million in debts<\/a>, much of it coming due in the next four years<\/p>\n<p>The <em>Times <\/em>said the returns it reviewed were \u201cprovided by sources with legal access to it,\u201d and that it verified the information by comparing it to publicly available information and confidential records it had previously obtained.<\/p>\n<article class=\"embedded-entity\" data-embed-button=\"node\" data-entity-embed-display=\"view_mode:node.backgrounder\" data-entity-type=\"node\" Trump Paid $750 in US Income Taxes in 2016, 2017<\/div>\n<div>Trump, who has fiercely guarded his tax filings and is the only president in modern times not to make them public, paid no federal income taxes in 10 of the past 15 years<\/div>\n<\/div>\n<\/div>\n<\/article>\n<p>The <em>Times\u00a0<\/em>reported that its review of\u00a0Trump\u2019s returns showed the years he paid no income taxes were largely\u00a0because\u00a0his declared\u00a0losses were greater than\u00a0his\u00a0income in those years.\u00a0<\/p>\n<p>Tax records are not public, but since the presidency of Richard Nixon, candidates have voluntarily released theirs to make public their financial dealings and address any questions about potential conflicts of interest.<\/p>\n<p>\u201cWe are publishing this report because we believe citizens should understand as much as possible about their leaders and representatives \u2014 their priorities, their experiences and also their finances,\u201d <em>New York Times<\/em> Executive Editor Dean Baquet wrote in a statement.<\/p>\n<p>Trump broke the tradition during his 2016 election campaign, and said then that because his taxes were the subject of an IRS audit, he was not able to release them, while pledging to do so when he was allowed.<\/p>\n<p>The IRS said at the time there was no such prohibition, and that filers were free to divulge their own returns.<\/p>\n<p>\u201cAlmost every lawyer says, you don\u2019t release your returns until the audit\u2019s complete,\u201d Trump said when he was challenged on the issue at a September 2016 debate.<\/p>\n<p>He returned to that defense Sunday, telling reporters, \u201cWhen you\u2019re under audit, you just don\u2019t release them.\u201d\u00a0 He pledged again to make the records public at some point.<\/p>\n<p>\u201cBut I will tell you that I look forward to releasing that.\u00a0I look forward to releasing many things.\u00a0I&#8217;m going to release many things, and people will be really shocked,\u201d Trump said.<\/p>\n<p>The<em> Times <\/em>said it summarized its findings in a letter to Trump Organization lawyer Alan Garten, who responded that \u201cmost, if not all, of the facts appear to be inaccurate.\u201d<\/p>\n<p>\u201cOver the past decade, President Trump has paid tens of millions of dollars in personal taxes to the federal government, including paying millions in personal taxes since announcing his candidacy in 2015,\u201d Garten said in a statement, according to the newspaper.<\/p>\n<figure role=\"group\">\n<div class=\"embedded-entity\" public comment about Trump\u2019s taxes Sunday, but like Democratic candidate Hillary Clinton in 2016, the former Vice President has challenged Trump to make his tax returns public.<\/p>\n<p>In July, Biden wrote, \u201cThe American people deserve to know what Donald Trump is hiding in his tax returns.\u201d<\/p>\n<p>Biden, who served as vice president for eight years and has made his tax returns\u00a0 public, has on his campaign website copies of his state and federal returns from 2016, 2017 and 2018.<\/p>\n<p><a href=\"https:\/\/go.joebiden.com\/page\/-\/vpdocs\/Biden%202016%20Federal.pdf\">Those<\/a> <a href=\"https:\/\/www.voanews.com\/usa\/2017 https:\/\/go.joebiden.com\/page\/-\/vpdocs\/Biden%202017%20Amended%20Federal.pdf\">returns<\/a>, filed jointly with his wife, Jill, show the couple owed $1.5 million in federal taxes in <a href=\"https:\/\/go.joebiden.com\/page\/-\/vpdocs\/Biden%202018%20Amended%20Federal.pdf\">2018<\/a>.\u00a0That figure was $3.7 million in <a href=\"https:\/\/www.voanews.com\/usa\/2017 https:\/\/go.joebiden.com\/page\/-\/vpdocs\/Biden%202017%20Amended%20Federal.pdf\">2017<\/a>, and in <a href=\"https:\/\/go.joebiden.com\/page\/-\/vpdocs\/Biden%202016%20Federal.pdf\">2016<\/a>, the last full year Biden was vice president, the couple owed $93,339 in federal taxes.<\/p>\n<figure role=\"group\">\n<div class=\"embedded-entity\" data-embed-button=\"wysiwug_image\" Speaker Nancy Pelosi released a statement late Sunday saying the <em>Times <\/em>report shows the need for lawmakers to be allowed access to Trump\u2019s taxes for an oversight audit, and highlighted a provision in a bill the House passed last year that would make presidential disclosures of their personal and business tax returns mandatory.\u00a0 The measure was referred to the Senate Finance Committee with no further action.<\/p>\n<p>Senate Finance Committee Chairman Chuck Grassley, a Republican, said in response to the legislation last year that House Democrats were seeking Trump\u2019s tax information for political purposes and should leave auditing responsibilities to the IRS.<\/p>\n<p>\u201cWhat they are interested in is using their oversight authority to collect as much information about this President\u2019s finances as they can get their hands on,\u201d Grassley said.<\/p>\n<p>A list of <a href=\"https:\/\/www.debates.org\/2020\/09\/22\/moderator-announces-topics-for-first-presidential-debate-2\">debate topics<\/a> released last week ahead of Tuesday\u2019s presidential debate did not include any specific mention of the tax issue, but given its history in recent elections the <em>Times <\/em>reporting makes its inclusion in Tuesday\u2019s event
