Biden\u2019s 3-to-1 cash advantage came as his campaign raised $489 million in August and September, compared with Trump\u2019s just under $143 million.<\/p>\n<p>Overall, the Biden campaign has raised $809 million, more than any other candidate in U.S. history, excluding self-funding billionaire Michael Bloomberg, while Trump\u2019s re-election committee has hauled in $552 million, according to the Center for Responsive Politics, a campaign watchdog organization. Party committees and outside groups have raised and spent even more money on the race.<\/p>\n<p><strong>Big edge in final days<\/strong><\/p>\n<p>The Democratic candidate\u2019s unprecedented money advantage has enabled him to outspend Trump\u2019s once-flush re-election campaign, flooding the airwaves and social media with advertising in key battleground states in the final days of the campaign.<\/p>\n<p>Biden\u2019s financial edge means he \u201cis going to have a lot more money to spend on basically whatever he wants,\u201d said Douglas Weber, a senior researcher at the Center for Responsive Politics in Washington. \u201cThat can be helpful because it means he has the resources if he wants to invest in long-shot states.&#8221;<\/p>\n<figure role=\"group\">\n<div class=\"embedded-entity\" data-embed-button=\"wysiwug_image\" data-entity-embed-display=\"view_mode:media.large_embedded\" data-entity-type=\"media\" data-entity-uuid=\"0ace2566-8c3c-405a-a018-717ca01d1c3b\" data-langcode=\"en\">\n<figure class=\"media media--type-image media--view-mode-\">\n<div><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/im-media.voltron.voanews.com\/Drupal\/01live-166\/styles\/sourced_737px_wide\/s3\/ap-images\/2020\/10\/cd62a935e9a6095d99b174253c40bedf.jpg?itok=2rGLxqOo\" alt=\"Democratic presidential candidate former Vice President Joe Biden arrives to participate in a town hall with moderator ABC News\u2026\" width=\"737\" height=\"491\" \/><\/div>\n<\/figure>\n<\/div><figcaption>FILE &#8211; Democratic presidential candidate Joe Biden arrives to participate in a town hall with moderator ABC News anchor George Stephanopoulos at the National Constitution Center in Philadelphia, Oct. 15, 2020.<\/figcaption><\/figure>\n<p>To be sure, money alone does not win elections. Democrat Hillary Clinton lost the 2016 presidential election despite vastly outspending Trump. But the extra cash on hand gives Biden a financial advantage in closely fought races in battleground states such as Pennsylvania, Michigan, Wisconsin and Florida.<\/p>\n<p>\u201cThe irony in all this is that we think advertising matters the least in a presidential race because voters already know so much else about these presidential candidates,\u201d said Travis Ridout, a professor of government and public policy at Washington State University and co-director of the Wesleyan Media Project, which tracks political advertising. \u201cThat said, we think that advertising can make a difference when the race is close.\u201d<\/p>\n<p>Although Biden leads Trump by as much as 10 percentage points in national polling averages, the former vice president\u2019s lead narrows to just a couple of points in swing states that hold the key to the outcome of the election.<\/p>\n<p><strong>&#8216;Huge ad advantage&#8217;<\/strong><\/p>\n<p>\u201cHaving a huge ad advantage in those states, especially when those undecided persuadable voters are making up their minds, that could make the difference,\u201d Ridout said.<\/p>\n<p>A Trump campaign spokeswoman did not respond to a question about the campaign\u2019s cash deficit compared with that of Biden&#8217;s campaign. Trump campaign manager Bill Stepien told reporters on Monday that the Trump team had \u201cmore than sufficient air cover, almost three times as much as 2016.\u201d<\/p>\n<p>The 2020 U.S. presidential and congressional races are on pace to cost nearly $11 billion, making them more than 50% more expensive than the 2016 elections when adjusted for inflation, according to the Center for Responsive Politics. Until February, the Trump campaign organization was well-funded, boasting seven times more cash on hand than Biden\u2019s team, according to the CRP.<\/p>\n<p>But the president\u2019s team burned through the money early on and fell behind as Biden\u2019s once-flagging fundraising operation took off this year amid growing Democratic opposition to the president over his handling of the coronavirus pandemic.<\/p>\n<p>\u201cBiden does seem to be attracting a lot of Democrats, a lot of enthusiastic donors,\u201d said Weber of the CRP. \u201cDemocrats in general have been doing very well in fundraising this cycle.\u201d<\/p>\n<p><strong>Records set<\/strong><\/p>\n<p>In August and September, the Biden campaign and affiliated Democratic fund committees set back-to-back fundraising records, hauling in nearly $750 million. The Republicans, by contrast, raised nearly $460 million during the two-month period.<\/p>\n<p>With more money in the bank, the Democrats have been able to out-advertise the Republicans. Ad tracking firm <a href=\"https:\/\/www.kantarmedia.com\/us\/thinking-and-resources\/blog\/election-2020-a-battleground-ballot\">CMAG\/Kantar<\/a> has tracked $932 million in presidential TV and radio ads between Sept. 1 and Election Day, with pro-Biden content accounting for 62% of all ad dollars.<\/p>\n<p>One important caveat: According to the Wesleyan Media Project, which tracks and analyzes federal and gubernatorial election advertising, Trump is outspending Biden on social media by about 22%, while Biden has outspent Trump on television by 28% since April.<\/p>\n<p>In the final days of the campaign, the Democrats are set to spend $142 million on advertising, according to Kantar, outspending the Republicans by more than 2-to-1.<\/p>\n<figure role=\"group\">\n<div class=\"embedded-entity\" data-embed-button=\"wysiwug_image\" data-entity-embed-display=\"view_mode:media.large_embedded\" data-entity-type=\"media\" data-entity-uuid=\"65d837dd-40ec-4e3d-be94-475f72dfd4d8\" data-langcode=\"en\">\n<figure class=\"media media--type-image media--view-mode-\">\n<div><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/im-media.voltron.voanews.com\/Drupal\/01live-166\/styles\/sourced_737px_wide\/s3\/2020-10\/2020-10-01T101134Z_1057754538_RC2M9J9V74U9_RTRMADP_3_USA-ELECTION-ADVERTISING.JPG?itok=Qc8-3T_W\" alt=\"FILE PHOTO: U.S. President Donald Trump and Democratic presidential nominee Joe Biden participate in their first 2020\u2026\" width=\"737\" height=\"492\" \/><\/div>\n<\/figure>\n<\/div><figcaption>FILE &#8211; President Donald Trump and Democratic presidential nominee Joe Biden participate in their first 2020 presidential campaign debate in Cleveland, Ohio, Sept. 29, 2020.<\/figcaption><\/figure>\n<p>While the Trump campaign has canceled TV ads scheduled for battleground states such as Wisconsin, according to ad-buying company <a href=\"http:\/\/mediumbuying.com\/\">Medium\u00a0Buying<\/a>, the Biden campaign has embarked on once unheard-of venture: advertising in the traditionally Republican state of Texas.<\/p>\n<p>\u201cThe Trump campaign has had to go into triage mode,\u201d Ridout said. \u201cThey can\u2019t afford advertising everywhere in all of the potentially competitive states.
