All but two thinly populated states award all their electoral votes to the popular-vote winner in that state.<\/p>\n<p>Most states predictably support one party or the other, leaving a dozen or so \u201cswing\u201d states which may go either way and often determine the final result. Without those states it\u2019s \u201cvery hard to see a clear path to victory for him,\u201d she said.<\/p>\n<p>Despite lagging poll numbers, Trump projects confidence on the campaign trail. \u201cCould you imagine losing to this guy? Could you imagine?\u201d he said at a Florida rally this week.<\/p>\n<p>Whether Trump will win or lose will depend on how voters feel on these key issues:<\/p>\n<p><strong>Pandemic<\/strong><\/p>\n<p>Biden has sought to frame the election as a referendum on the president\u2019s pandemic response, calling his downplaying of the coronavirus \u201creckless.\u201d<\/p>\n<p>Trump insists the country is \u201cabsolutely rounding the corner\u201d on COVID-19, pointing to improved testing and decreasing fatality rates.<\/p>\n<p>Trump accuses Democrats of wanting to unnecessarily prolong restrictions limiting business in order to sabotage economic recovery. \u201cThis election is a choice between a Trump boom and a Biden lockdown,\u201d he said in his recent Arizona rally.<\/p>\n<figure role=\"group\">\n<div class=\"embedded-entity\" data-embed-button=\"wysiwug_image\" data-entity-embed-display=\"view_mode:media.large_embedded\" data-entity-type=\"media\" data-entity-uuid=\"e2b9b468-99cd-428b-9ee5-eb83b8a01008\" data-langcode=\"en\">\n<figure class=\"media media--type-image media--view-mode-\">\n<div><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/im-media.voltron.voanews.com\/Drupal\/01live-166\/styles\/sourced_737px_wide\/s3\/2020-10\/2020-10-15T001527Z_1639360432_RC2OIJ98FQY4_RTRMADP_3_HEALTH-CORONAVIRUS-USA-WISCONSIN.JPG?itok=ZL0FF-n4\" alt=\"An overhead view shows a field hospital known as an Alternate Care Facility set up at the state fair ground as cases of\u2026\" width=\"737\" height=\"491\" \/><\/div>\n<\/figure>\n<\/div><figcaption>An overhead view shows a field hospital known as an Alternate Care Facility set up at the state fair ground as cases of coronavirus disease (COVID-19) cases spike in the state near Milwaukee, Wisconsin, U.S., Oct. 12, 2020.<\/figcaption><\/figure>\n<p>After promising and failing to deliver a vaccine before election day, Trump is touting therapeutics, urging supporters not to be afraid of the coronavirus because a \u201ccure\u201d would soon be available for \u201cfree,\u201d including the drugs administered to him during his own COVID-19 illness in early October.<\/p>\n<p>Biden has released <a href=\"https:\/\/joebiden.com\/covid-plan\/\">his pandemic plan<\/a>,\u00a0which includes a national mandate on masks, contact tracing and the creation of a public health job corps.<\/p>\n<p>&#8220;I&#8217;m not running on the false promise of being able to end this pandemic by flipping a switch,\u201d Biden said Wednesday following a virtual meeting with public health experts in his hometown of Wilmington, Delaware. \u201cBut what I can promise you is this: We will start on day one doing the right things.\u201d<\/p>\n<p>With the country surpassing 9 million coronavirus cases and 229,000 deaths, polls show a majority of Americans disapprove of Trump\u2019s handling of COVID-19. In a recent Washington Post-ABC News poll in battleground states, 20 percent more respondents in Wisconsin say they trust Biden more than Trump on handling the pandemic. In Michigan, the gap was 14 points.<\/p>\n<p><strong>Economy<\/strong><\/p>\n<p>Trump has campaigned on the promise of returning the country to its pre-pandemic prosperity.<\/p>\n<p>He highlights this week\u2019s U.S. <a href=\"https:\/\/www.bea.gov\/news\/2020\/gross-domestic-product-third-quarter-2020-advance-estimate\">Department of Commerce data<\/a>\u00a0that shows a jump of 33.1% in the gross domestic product in the three-month period from July through September.<\/p>\n<p>&#8220;You see the number today, 33.1 GDP, the biggest in the history of our country by almost triple, right, almost triple,&#8221; Trump said at his Florida rally Thursday.<\/p>\n<div class=\"twitter-tweet twitter-tweet-rendered\"><iframe id=\"twitter-widget-0\" class=\"\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/index.html?dnt=false&amp;embedId=twitter-widget-0&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1321812933135994881&amp;lang=en&amp;origin=https%3A%2F%2Fwww.voanews.com%2F2020-usa-votes%2Faccording-polls-whos-likelier-win-trump-or-biden&amp;siteScreenName=VOANews&amp;theme=light&amp;widgetsVersion=ed20a2b%3A1601588405575&amp;width=550px\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1321812933135994881\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<p>Biden dismisses the GDP surge as \u201cnot nearly enough\u201d to get the country out of its \u201cdeep\u201d COVID-19-induced recession.<\/p>\n<div class=\"twitter-tweet twitter-tweet-rendered\"><iframe id=\"twitter-widget-1\" class=\"\" title=\"Twitter Tweet\" src=\"https:\/\/platform.twitter.com\/embed\/index.html?dnt=false&amp;embedId=twitter-widget-1&amp;frame=false&amp;hideCard=false&amp;hideThread=false&amp;id=1321823864213721094&amp;lang=en&amp;origin=https%3A%2F%2Fwww.voanews.com%2F2020-usa-votes%2Faccording-polls-whos-likelier-win-trump-or-biden&amp;siteScreenName=VOANews&amp;theme=light&amp;widgetsVersion=ed20a2b%3A1601588405575&amp;width=550px\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\" data-tweet-id=\"1321823864213721094\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<p>In the previous quarter the economy contracted at an annual revised rate of 31.4% and remains 3.5% smaller now than it was at the end of 2019.<\/p>\n<p>In August, the <a href=\"https:\/\/www.donaldjtrump.com\/media\/trump-campaign-announces-president-trumps-2nd-term-agenda-fighting-for-you\/\">Trump campaign<\/a> released a list of economic priorities for a Trump second term.\u00a0The list touts additional tax cuts, creating 10 million jobs in 10 months and creating 1 million small businesses.<\/p>\n<p>Biden\u2019s <a href=\"https:\/\/joebiden.com\/build-back-better\/#\">\u201cBuild Back Better\u201d<\/a>\u00a0 economic framework focuses on clean energy and domestic manufacturing. He aims to create 5 million new jobs by investing $400 billion into procurement and $300 billion into research and development for American companies.<\/p>\n<p>Biden proposes a tax increase on wealthy Americans, a reversal of Trump\u2019s tax breaks for corporations, and higher minimum wage and expanded benefits for low- and middle-income workers. Trump calls Biden\u2019s plan part of a \u201csocialist agenda\u201d that will crush the middle class and cost millions of American jobs.<\/p>\n<p><strong>Racial justice movement<\/strong><\/p>\n<p>This week the city of Philadelphia was rocked by riots and looting after police shot and killed Walter Wallace Jr, a Black man whose family said was suffering from a mental health crisis when he ignored officers&#8217; orders to drop his knife.<\/p>\n<p>The unrest brought back issues concerning the use of force by law enforcement and broader systemic racism that has embroiled the country since the death of George Floyd in Minneapolis police custody in May.<\/p>\n<figure role=\"group\">\n<div class=\"embedded-entity\" data-embed-button=\"wysiwug_image\" data-entity-embed-display=\"view_mode:media.large_embedded\" data-entity-type=\"media\" data-entity-uuid=\"8ab49321-a492-4bd3-83b9-3f0440244028\" data-langcode=\"en\">\n<figure class=\"media media--type-image media--view-mode-\">\n<div><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/im-media.voltron.voanews.com\/Drupal\/01live-166\/styles\/sourced_737px_wide\/s3\/2020-07\/ap_portland_protest2_29July20.jpg?itok=HfnOxYtR\" alt=\"Demonstrators chant slogans during a Black Lives Matter protest at the Mark O. Hatfield United States Courthouse, July 29, 2020, in Portland, Oregon.<\/figcaption><\/figure>\n<p>The president responded with his familiar law-and-order rhetoric aiming to win back suburban voters concerned about violence in cities by painting a bleak picture of racial unrest under a Biden administration.<\/p>\n<p>\u201cYou can&#8217;t let that go on. Again \u2014 a Democrat-run state, a Democrat-run city, Philadelphia,\u201d Trump said, adding that Biden &#8220;doesn&#8217;t want to condemn them.\u201d<\/p>\n<p>Biden has echoed calls from Wallace Jr.\u2019s family to stop the violence. Following each crisis triggered by a police shooting, Biden has issued statements to decry violence by law enforcement, condemn the looting and rioting but uphold Americans\u2019 right to peaceful protest. He has promised to study ways to prevent further police violence if elected.<\/p>\n<p><strong>Last pitch to voters<\/strong><\/p>\n<p>As more than 82 million Americans have already cast ballots in early voting, both candidates are making their closing arguments.<\/p>\n<p>This week the <a href=\"https:\/\/www.youtube.com\/watch?v=PDJWvAKZWqQ&amp;feature=youtu.be\">Biden campaign<\/a> launched an ad emphasizing \u201chope over fear, unity over division,\u201d casting the election as an \u201copportunity to leave the dark, angry politics of the last four years behind us.\u201d<\/p>\n<p>The <a href=\"https:\/\/www.youtube.com\/watch?v=EDP9iqcvZuU\">Trump campaign\u2019s<\/a> latest ad, titled \u201cPresident Trump Will Uphold the Law,\u201d begins with Biden and his running mate Kamala Harris superimposed over scenes of mayhem.<\/p>\n<p>\u201cWhile America&#8217;s cities burn, Joe Biden and Kamala Harris fanned the flames, refusing to strongly condemn violence,\u201d the ad says.<\/p>\n<p>According to Republican strategist Whit Ayres of North Star Opinion Research, \u201cThe Biden closing argument is exactly what his opening argument was \u2014 that it&#8217;s time to unite the country and give it a fresh start.
