\"\"WASHINGTON – President-elect Joe Biden\u00a0declared Tuesday that\u00a0the United States\u00a0is \u201cready to lead the world, not retreat from it,\u201d\u00a0signaling a sharp\u00a0pivot\u00a0from outgoing President Donald Trump\u2019s \u201cAmerica First\u201d credo over\u00a0the last four years.\u00a0<\/p>\n

As he\u00a0prepares to assume office on\u00a0January 20,\u00a0Biden\u00a0said the country is \u201cready to confront our adversaries, not reject our allies. And ready to stand up for our values.\u201d\u00a0<\/p>\n

From his transition center in his hometown of Wilmington, Delaware,\u00a0the president-elect\u00a0introduced his top foreign policy and national security officials.\u00a0<\/p>\n

\u201cThey\u00a0embody my core belief that America is strongest when it works with its allies,\u201d he said.\u00a0\u201cThat\u2019s how we truly keep America safe without engaging in needless military conflicts, and our adversaries in check and terrorists at bay.\u201d\u00a0<\/p>\n

Biden\u2019s selections,\u00a0perhaps especially Antony\u00a0Blinken\u00a0for secretary of state, have a globalist viewpoint\u00a0distinctly\u00a0different\u00a0from\u00a0that of\u00a0the\u00a0Trump\u00a0administration.\u00a0<\/p>\n

Under Trump,\u00a0the U.S. often found itself\u00a0at odds with longtime Western allies\u00a0while the U.S. leader\u00a0appeared at ease with\u00a0such autocrats as\u00a0Russian President Vladimir Putin, Turkish\u00a0President\u00a0Recep\u00a0Tayyip\u00a0Erdogan and North Korean leader\u00a0Kim Jong Un.\u00a0<\/p>\n

Biden\u00a0said,\u00a0\u201cAmerica leads not only by the example of our power, but by the power of our example.\u201d\u00a0<\/p>\n

He\u00a0said\u00a0the officials he\u00a0named\u00a0\u201cwill not only repair, they will reimagine American foreign policy and national security for the next generation.\u00a0And they will tell me what I need to know, not what I want to know.\u201d\u00a0<\/p>\n

Aside from\u00a0Blinken, Biden named\u00a0former Secretary of State John Kerry to a new position as special presidential envoy for climate,\u00a0while giving him a seat on the National Security Council. It was a reflection, the Biden transition said, of the incoming president\u2019s commitment to addressing climate change as an urgent national security\u00a0priority.\u00a0\u00a0\u00a0<\/p>\n

Biden selected Alejandro Mayorkas as head of the Department of Homeland Security. A\u00a0Cuban\u00a0American\u00a0lawyer, he is a former deputy secretary at the agency. If confirmed by the Senate, he would be its first Latino and immigrant leader.\u00a0\u00a0\u00a0<\/p>\n

Biden picked former Ambassador Linda Thomas-Greenfield, an\u00a0African\u00a0American\u00a0woman and a 35-year veteran of the U.S. Foreign Service who has served on four continents, as U.S. envoy to the United Nations. Biden elevated her role to a seat in his Cabinet, a rank past presidents have also occasionally given the high-profile position.\u00a0<\/p>\n

The president-elect named\u00a0another woman, Avril Haines, as director of national intelligence. She is a former deputy director of the Central Intelligence Agency and a deputy national security adviser. She will be the first woman to lead the U.S. intelligence community\u00a0if confirmed.\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n

Jake Sullivan, a Biden foreign affairs adviser, was named as Biden\u2019s national security adviser.<\/p>\n

The president-elect and the\u00a0newly named\u00a0officials all wore face masks\u00a0when they\u00a0were not\u00a0speaking, a\u00a0pointed\u00a0reminder to Americans that the country is facing a surging number of new coronavirus\u00a0cases\u00a0\u2014\u00a0tens of thousands\u00a0of new infections\u00a0a day, according to data from Johns Hopkins University.\u00a0The\u00a0U.S.\u00a0is moving\u00a0to approve\u00a0three\u00a0vaccines that could begin\u00a0to control the\u00a0pandemic,\u00a0but most Americans\u00a0will not\u00a0be able to get the shots until well into 2021.\u00a0\u00a0\u00a0\u00a0<\/p>\n

\u201cTo the American people, this team will make us proud to be Americans,\u201d Biden said, adding that\u00a0the group will bring\u00a0\u201cexperience and leadership, fresh thinking and perspective, and an unrelenting belief in the promise of America.\u201d\u00a0\u00a0<\/p>\n

Biden also plans to name\u00a0Janet Yellen, the 74-year-old former chair of the Federal Reserve,\u00a0the country\u2019s central bank,\u00a0as his\u00a0Treasury secretary.\u00a0If confirmed, she would be\u00a0the first woman to lead the\u00a0department.\u00a0<\/p>\n

Biden has yet to decide other Cabinet appointments. He\u00a0is set to become the 46th U.S. president,\u00a0and at 78, its oldest.\u00a0<\/p>\n

Trump is continuing\u00a0his long-shot legal attempt to upend\u00a0Biden’s\u00a0November 3 election victory.\u00a0<\/p>\n

Monday night, he\u00a0acquiesced in his administration making an \u201cascertainment\u201d that Biden\u00a0was the likely winner, allowing Biden\u2019s transition to move forward.\u00a0<\/p>\n
