After Rocket Salvo Slams Baghdad<\/div>\n<div>Monday&#8217;s attack comes one week after a contractor was killed in a rocket attack in Irbil<\/div>\n<\/div>\n<\/div>\n<\/article>\n<p>While the Katyusha rocket attack on Baghdad\u2019s Green Zone caused only limited damage, the attack outside Irbil\u202fInternational\u202fAirport, in northern Iraq, killed a contractor for the U.S.-led coalition and injured nine others.<\/p>\n<p>Some members of Biden\u2019s own political party, however, voiced concern Friday that the president may have gone too far by ordering a retaliatory strike.<\/p>\n<p>\u201cThe American people deserve to hear the administration\u2019s rationale for these strikes and its legal justification for acting without coming to Congress,\u201d Democratic Senator\u00a0Tim Kaine, a member of both the Armed Services and Foreign Relations committees, said in a statement Friday.<\/p>\n<p>\u201cOffensive military action without congressional approval is not constitutional absent extraordinary circumstances,\u201d he added.<\/p>\n<p>Officials at the White House and the Pentagon quickly pushed back, arguing Biden was well within his rights, citing the attacks in Irbil and Baghdad while hinting more militia attacks were likely.<\/p>\n<p>&#8220;When threats are posed, he has the right to take an action at the time and in the manner of his choosing,\u201d White House press secretary Jen Psaki told reporters accompanying the president on a trip to Houston.<\/p>\n<p>\u201cThe president is sending an unambiguous message that he&#8217;s going to act to protect Americans,\u201d she said, adding, &#8220;There was a thorough legal process and review in advance.\u201d<\/p>\n<p>The Pentagon on Friday said it had notified congressional leadership before the strike was launched and that a full, classified briefing was slated for the coming days.<\/p>\n<p>\u201cThis really was a defensive strike meant to help protect, in the future, American forces and coalition partners,\u201d Pentagon spokesperson John Kirby told reporters Friday.<\/p>\n<p>\u201cWe&#8217;re confident that these were legitimate targets,\u201d he said. \u201cWe know that this compound was used by these groups to help resource and help facilitate their ability to conduct these kinds of attacks inside Iraq.\u201d<\/p>\n<figure role=\"group\">\n<div class=\"embedded-entity\" data-embed-button=\"wysiwug_image\" data-entity-embed-display=\"view_mode:media.large_embedded\" data-entity-type=\"media\" data-entity-uuid=\"c877eeb5-a41c-4ed7-a572-0f2141e3f0c1\" data-langcode=\"en\">\n<figure class=\"media media--type-image media--view-mode-\">\n<div><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/im-media.voltron.voanews.com\/Drupal\/01live-166\/styles\/sourced_737px_wide\/s3\/2021-02\/Boukamal-Syria-1080x1080.png?itok=50SnWSaA\" alt=\"Map of Boukamal Syria\" width=\"737\" height=\"737\" \/><\/div>\n<\/figure>\n<\/div><figcaption>Boukamal, Syria &#8211; site of U.S. airstrike<\/figcaption><\/figure>\n<p>In a statement late Thursday, the Pentagon said the strike targeted a compound at a checkpoint on the Syrian side of the Iraq-Syria border used by Kataeb Hezbollah (KH) and Kataeb Sayyid al-Shuhada (KSS).<\/p>\n<p>Initial U.S. assessments indicated there were also some casualties, though Kirby declined to share any specifics.<\/p>\n<p>\u201cThese targets were chosen carefully, very deliberately, and struck in exactly the same manner,\u201d Kirby said.<\/p>\n<p>According to the London-based Syrian Observatory for Human Rights, the U.S. airstrike targeted a weapons shipment destined for the Iranian-backed militias. Citing sources on the ground in Syria, it said 17 militia\u00a0members were killed.<\/p>\n<p>Kataeb Hezbollah confirmed the death of one of its fighters and condemned the U.S. action, insisting it was not involved in the recent attacks on U.S. and coalition forces in Iraq.<\/p>\n<p>\u201cWe stress the legitimate right of our Iraqi people to respond to this cowardly criminal operation,\u201d it said in a statement translated by the SITE Intelligence Group.<\/p>\n<p>The group also urged Iraqis to \u201cexpel the American occupation forces and prosecute the traitors who conspire with them.\u201d<\/p>\n<p>Iraqi officials, meanwhile, denied providing the U.S. with any assistance that led to targeting the Boukamal site, insisting cooperation with Washington was limited to the fight against the Islamic State terror group.<\/p>\n<p>Kirby said while Baghdad did not provide any intelligence that helped in targeting the Iran-backed militia facilities, Iraqi intelligence \u201cwas able to help us better determine who was responsible\u201d for the rocket attacks on U.S. and coalition troops.<\/p>\n<p>For its part, Iran condemned the U.S. airstrike, with Foreign Ministry spokesperson Saeed Khatibzadeh\u00a0labeling it an \u201cillegal aggression.\u201d<\/p>\n<p>Syria\u2019s Foreign Ministry likewise chastised Washington, saying, \u201cIt [the Biden administration]\u00a0is supposed to stick to international legitimacy, not to the law of the jungle as [did]\u00a0the previous administration.&#8221;<\/p>\n<p>Whether the U.S. strike will send a message and do much to deter the Iranian-backed militias, however, remains to be seen.<\/p>\n<p>\u201cIt sent the signal that Biden won&#8217;t be a pushover on [Iranian] proxy activities, though the Iranians may not even register that,\u201d said Phillip Smyth, an analyst at the Washington Institute for Near East Policy who studies Shiite militias in the region.<\/p>\n<p>\u201cIt&#8217;s a softer, but still a rather nuanced hit,\u201d Smyth added of the U.S. decision to strike a target in Syria, saying the response from the militias so far had\u00a0been somewhat muted.<\/p>\n<p>\u201cI get the impression it will cool down for a little bit and then possibly heat up,\u201d he said.<\/p>\n<p><em>VOA White House correspondent Patsy Widakuswara contributed to this report.
