and &#8220;windbaggery.&#8221;<\/p>\n<p>The Russian\u202fForeign\u202fMinistry\u202fsaid\u202fit\u202ftold U.S.\u202fAmbassador\u202fto Russia\u202fJohn Sullivan\u202fthat\u202fthe new sanctions\u202fare a serious blow to bilateral relations\u202fand that Moscow&#8217;s response to them will follow soon.\u202fThe\u202fForeign\u202fMinistry, in a statement, added\u202fthat\u202fit was entirely inappropriate for Washington to warn Moscow against further escalation.<\/p>\n<p>Besides Thursday&#8217;s\u202fwidely anticipated\u202fmoves by the Biden administration,\u202f&#8221;there will be elements of these actions that will remain unseen,&#8221;\u202fsaid a senior U.S. official speaking to reporters on condition of not being named.<\/p>\n<p>Biden, during his seven minutes of remarks in the East Room on Thursday afternoon, said he believed he and Putin would meet for a summit this summer somewhere in Europe.<\/p>\n<p>At that meeting, the president said, the two countries &#8220;could launch a strategic stability dialogue, to pursue cooperation in arms control and security,&#8221; Biden replied to a reporter following his speech. The measures are dialed to make good on Biden&#8217;s promise to significantly\u202fimpose costs on\u202fRussia without provoking a downward spiral in relations,&#8221;\u202fsaid Cyrus Newlin, associate fellow with the Europe, Russia\u00a0and Eurasia Program at the Center for Strategic and International Studies.<\/p>\n<figure role=\"group\">\n<div class=\"embedded-entity\" data-embed-button=\"wysiwug_image\" data-entity-embed-display=\"view_mode:media.large_embedded\" data-entity-type=\"media\" data-entity-uuid=\"35570de7-1c62-4ca0-ab95-35b8e821bc64\" data-langcode=\"en\">\n<figure class=\"media media--type-image media--view-mode-\">\n<div><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/im-media.voltron.voanews.com\/Drupal\/01live-166\/styles\/sourced_737px_wide\/s3\/2021-04\/AP21105558212508.jpg?itok=dRKsT1LV\" alt=\"A street sign marking Boris Nemstov Plaza is seen at the entrance of the Embassy of the Russian Federation in Washington,\u2026\" width=\"737\" height=\"492\" \/><\/div>\n<\/figure>\n<\/div><figcaption>A street sign marking Boris Nemstov Plaza is seen at the entrance of the Embassy of the Russian Federation in Washington, April 15, 2021.<\/figcaption><\/figure>\n<p>&#8220;I think we could continue to see targeting against the Russian intelligence agencies, potentially against Russian government figures and their families, which is something that many sanctions experts have been pushing for,&#8221;\u202faccording to\u202fNina\u202fJankowicz, a Wilson\u202fCenter\u202fdisinformation fellow.\u202f&#8221;This is only the tip of the iceberg of the full range of responses available to the U.S. government, both public and\u202fnonpublic, that we can take in response to Russia&#8217;s malicious cyberactivity.&#8221;<\/p>\n<p>&#8220;The economic consequences for Russia will be fairly minor:\u202fThe Russian financial system is much more insulated from sanctions than it was in 2014, and new restrictions on sovereign debt don&#8217;t extend to secondary markets. I suspect Moscow will respond reciprocally with diplomatic expulsions, but preserve political space for a bilateral summit, which the Kremlin places high value\u202fon,&#8221;\u202fsaid Newlin, of CSIS.<\/p>\n<p>&#8220;The Biden administration has reserved more punishing sanctions options in the event of further Russian aggression in Ukraine,&#8221;\u202fNewlin added.\u202f&#8221;These could\u202fbe\u202fan expansion of sovereign debt restrictions to secondary markets or measures targeting Russian state-owned companies and banks. Against the backdrop of Ukraine, today&#8217;s measures also serve as a warning shot.&#8221;<\/p>\n<p>Jankowicz\u202fsaid she\u202fagreed\u202fwith that assessment,\u202fnoting\u202f&#8221;the timing of this is pretty significant, because we&#8217;ve seen a buildup of Russian troops along the Ukrainian border, the most significant buildup since 2014.&#8221;<\/p>\n<p>According to\u202fAndrea Kendall-Taylor,\u202fsenior\u202ffellow and\u202fdirector of the Transatlantic Security Program at the Center for a New American Security, this package of sanctions\u202fdoes\u202fnot\u202freally relate\u202fto what is\u202fgoing on\u202fwith\u202fUkraine.
