Tammy Baldwin, D-Wis., during a stop at The Pearl Ice Cream Parlor, June 29, 2021, in La Crosse, Wis.<\/figcaption><\/figure>\n<p>The package is intended to boost blue-collar employment by creating \u201cgood paying jobs, repairing our roads and our bridges,\u201d said Biden at the Municipal Transit Utility in La Crosse, Wisconsin.<\/p>\n<p>The White House emphasizes that 90% of the jobs generated by the infrastructure spending could\u202fgo to workers without college degrees.<\/p>\n<p>The compromise legislative package was negotiated last week with a group of 10 centrist U.S. senators, five Republicans and five Democrats.\u202fIt includes the largest investment in public transit in history, according to the White House. In Wisconsin alone, the White House said, the measure would help repair\u202f979 bridges and more than 3,100 kilometers of highways in poor condition.<\/p>\n<p>Biden\u2019s push for adoption of the infrastructure package had a rocky start last week after he announced it jointly with the bipartisan group of lawmakers.<\/p>\n<p>The president told reporters\u202fhe would reject the package if Congress did not also approve trillions of dollars in new social spending legislation that he wants to aid families and advance clean energy \u2014 items adamantly opposed by most Republican lawmakers.<\/p>\n<p>On Saturday, Biden said his comments had \u201ccreated the impression that I was issuing a veto threat on the very plan I had just agreed to, which was certainly not my intent.\u201d<\/p>\n<p>Walking back the infrastructure veto threat, Biden said he wholeheartedly supports both the bipartisan infrastructure package and the still-developing social spending legislation, while recognizing Republicans would try to defeat the so-called \u201chuman infrastructure\u201d legislation.<\/p>\n<p>If Congress eventually approves the social safety legislation, it could be that only Democratic lawmakers will vote for it.<\/p>\n<p>The president looks forward to signing \u201cboth bills into law and he will leave it to leaders in Congress to determine the order and the sequencing,\u201d White House Press Secretary Jen Psaki told reporters on Tuesday\u2019s Air Force One flight to Wisconsin.<\/p>\n<figure role=\"group\">\n<div class=\"embedded-entity\" data-embed-button=\"wysiwug_image\" data-entity-embed-display=\"view_mode:media.large_embedded\" data-entity-type=\"media\" data-entity-uuid=\"b88b55eb-5ade-4844-8dd0-e08b5e9916fd\" data-langcode=\"en\">\n<figure class=\"media media--type-image media--view-mode-\">\n<div><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/im-media.voltron.voanews.com\/Drupal\/01live-166\/styles\/sourced_737px_wide\/s3\/2021-06\/AP21173728542022.jpg?itok=HYG99VfF\" alt=\"Senate Minority Leader Mitch McConnell, R-Ky., joined at left by Minority Whip John Thune, R-S.D., talks with reporters before\u2026\" width=\"737\" height=\"505\" \/><\/div>\n<\/figure>\n<\/div><figcaption>Senate Minority Leader Mitch McConnell, R-Ky., j talks with reporters at the Capitol in Washington, June 22, 2021.<\/figcaption><\/figure>\n<p>Senate Minority Leader Mitch McConnell, on Monday, said the president \u201chas appropriately delinked a potential bipartisan infrastructure bill from the massive, unrelated tax-and-spend plans that Democrats want to pursue on a partisan basis.\u201d<\/p>\n<p>The Republican said he now wanted Biden to engage with the Democratic Party\u2019s leaders in the Senate and House to \u201cmake sure they follow his lead.&#8221;<\/p>\n<p>The White House, on Tuesday, touted a new Yahoo\/YouGov poll showing 51% of U.S. adults supporting the bipartisan infrastructure agreement and 60% of Republicans indicating they back the plan.<\/p>\n<p>Some observers express confidence the compromise will hold after the clarifications from Biden and repeated assurances that the two bills will proceed on different tracks.<\/p>\n<p>\u201cThe argument about linking the bipartisan agreement to future legislation must be understood in the context of this competition among priorities.
